The Punjab Energy Development Agency (PEDA) has invited bids for the installation and commissioning of 243 grid-connected rooftop solar systems (5 kW capacity each) with an aggregate capacity of 1.215 MW at various government schools and district institutes of education and training (DIETs) in the state.
The successful bidder will also have to take care of the maintenance activities of the project for five years.
The scope of work includes the design, manufacture, supply, erection, testing, and commissioning, including the warranty for five years of 243 grid-connected rooftop systems (5 kW capacity each) of aggregate capacity of 1.215 MW at various government schools and DIETs in Punjab. It will also include the rooftop systems’ operation and maintenance, including wear, tear, overhauling, machine breakdown, and replacement of defective modules, invertors, spares, consumables, and other parts for five years.
The last date to submit the bids online is September 20, 2021, and bids will be opened on September 21.
Interested bidders will have to submit an amount of ?1.2 million (~$16,415) as an earnest money deposit. The successful bidder will have to furnish 10% of the work order value as the performance bank guarantee within 20 days from the date of the issuance of the notification of award.
The allocated work must be completed within 100 days from the date of placement of the work order.
To participate in the bidding process, the bidder should have installed and commissioned rooftop systems of a cumulative capacity of 1 MW in India, out of which 25 systems should be up to 10 kW each for any government agency, state nodal agency, or any public sector enterprise.
Regarding the financial criteria, the bidder’s financial turnover during any one of the last three financial years should be at least ?60 million (~$820,773). Also, the bidder should have experience of successfully executing three similar works of ?24 million (~$328,309) each, or two similar works of ?30 million (~$410,386) each or one similar work of ?48 million (~$656,618) value.
As per the tender documents, failure to complete the work order in time will attract a penalty at 1% of the delayed goods for every week of delay or part thereof subject to a maximum of 10% value of delayed goods and services, including project commissioning.
The solar modules to be used in the project should be made in India, and they should be from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.
The total solar array capacity should not be less than the allocated capacity (kW) and should comprise solar crystalline modules of a minimum of 250 Wp and above wattage. The efficiency of the modules should not be less than 16%.
In July this year, PEDA announced a tender for designing, manufacturing, supply, erection, testing, and commissioning of residential hybrid solar photovoltaic (PV) projects across Bathinda city, Punjab.
Earlier, PEDA had invited bids for the design, manufacture, supply, erection, and commissioning of 5 MW of grid-connected rooftop solar projects on government buildings in the state.
According to Mercom’s India Solar Tender Tracker, PEDA has so far floated tenders for 19.7 MW of rooftop solar projects.
