Tender Floated for 68,245 Bi-Directional Energy Meters for Rooftop Solar Systems

The Paschim Gujarat Vij Company Limited (PGVCL), on behalf of other distribution companies (DISCOMs) of Gujarat, has invited bids to procure 68,245 bi-directional solar static meters (single-phase, 2-wire, 5-30 Ampere) for downloading data from rooftop solar systems.
All the bidders should have valid vendor registration with Gujarat Urja Vikas Nigam Limited or any of its subsidiaries.
The last date to submit the bids is June 17, 2021, and bids will be opened on June 24.
Micro, small, and medium enterprises have to pay an earnest money deposit (EMD) of ?150,000 (~$2,063) to participate in the tender, while others have to pay ?250,000 (~$3,438).
A bi-directional energy meter allows consumers and electricity distribution companies to get information on the export and import of energy generated from a solar system and the grid. It also measures the difference between the generator’s supply and the customer’s load demand.
If the bidder is an agent, he will have to furnish the details of the vendor from whom the materials are procured, along with the company’s written confirmation about quality and backup performance guarantee.
The tentative quantity of bi-directional solar meters to be procured by the DISCOMs and the technical specifications are given below:

As per the tender document, the bidder will have to submit four samples of meters as per technical specifications and appropriate cables for downloading the data from the meter.
The total quantity will have to be delivered within seven months in equal monthly batches as decided by the respective DISCOMs after 45 days from when the acceptance letter is received.
Any bidder from a country that shares a land border with India, i.e., China, Pakistan, and Bhutan, will be eligible to bid in this tender only if registered with the committee constituted by the Department for Promotion of Industry and Internal Trade.
In the last year, many DISCOMs across the country have floated tenders for the supply of solar meters. In April last year, the Uttarakhand Power Corporation had floated a tender for 900 single-phase (10-60 Ampere) whole current solar meters in the state.
Earlier, the Andhra Pradesh Eastern Power Distribution Company had invited bids for bi-directional solar net meters to be installed in the state. The tender had called for the supply of single-phase whole current electronic bidirectional energy meters and three-phase four-wire direct connected static tri-vector bidirectional energy meters.
