Rajasthan Electronics Issues Tender for 2.5 MW of Rooftop Solar Projects

Rajasthan Electronics and Instrument Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has issued a notice inviting tender for supply of balance of systems (except solar photovoltaic modules and string inverters), erection, testing, and commissioning of 2.5 MW (2.64 MWdc) capacity grid-connected rooftop solar PV projects.
The last date for submitting the bids is September 23, 2021, and the bids will be opened on September 24, 2021.
REIL proposes to set up the grid-connected rooftop solar projects by hiring lumpsum turnkey services. The rooftop grid-connected Solar PV plant (phase I and phase II) would be set up at a single site in Auraiya district in Uttar Pradesh.
Phase I would be set up at a petrochemical complex plant area, while phase –II would be set up at a residential area; both phases would be executed simultaneously.
The scope of work includes the survey, design, supply of balance of systems, engineering, procurement, supply, construction, erection, testing, and commissioning of the project. The successful bidder also must provide the operation and maintenance services for two years.
The winning bidder must commission the project within six months from the date of issuance of the letter of intent (LoI). The successful bidder must submit 3% of the contract value as the performance bank guarantee (PBG), valid for three years after commissioning the project.
The bidder should be a company, firm, or corporation incorporated in India under the Companies Act, 1956 or 2013, with experience in design, supply, installation, and commission solar power plants.
Limited liability partnership (LLP) firms registered under the Limited Liability Partnership Act, 2008 with experience in installing and commissioning solar power plants are also eligible to participate in the bid.
Eligible bidders should have installed and commissioned 2 MW of grid-connected solar power projects in the past three years. At least one project of these must have a capacity of over 200 kW. The project must be in operation for at least one year in any refinery, petrochemical, oil and gas, power generating plants, steel, metallurgical, fertilizer, cement, chemicals, textiles, nuclear, railways, airports, hospital, mining industries, any government building or public sector undertakings.
In addition, bidders should have executed work at an electric substation of 11 kV/33 kV or above either as a developer or as an engineering, procurement, and construction (EPC) contractor, which should be in operation for at least a year.
The bidders’ minimum annual average turnover for the last three financial years should be over ?20 million (~$273,794).
In April 2021, REIL invited bids for 8 MW of grid-connected rooftop solar projects in the state. The capacity of the projects is expected to be in the range of 10 kW to 100 kW.
