The Gujarat Industries Power Company Limited (GIPCL) has invited bids from project consultants to develop a 2,375 MW solar, wind, and hybrid renewable energy park at the Great Rann of Kutch area in Gujarat.
The Government of Gujarat has allocated land to GIPCL to develop the energy park. GIPCL will develop the entire park with the required infrastructure.
The last date to submit the bids online is June 29, 2021, and the pre-bid meeting will be held on June 14.
Interested bidders will have to submit an amount of 300,000 (~$4,107) as an earnest money deposit to participate in the bidding process. The successful bidder will have to furnish 10% of the contract value as the security deposit-cum-performance bank guarantee within two weeks after the issuance of the letter of intent.
To participate in the bidding process, the bidder should have experience in providing project management consultancy for developing greenfield industrial projects like thermal power projects, solar parks, large petrochemical complexes, industrial zones, and industrial corridors, among others, of a minimum estimated value of 3.5 billion (~$47.92 million) and above for a single project of a minimum capacity of 500 MW in the last seven years. The project should be operational as of the bid submission date.
The bidder should have experience as a project management consultant in design, engineering, planning, procurement, inspection, quality control assurance, construction, and commissioning of industrial infrastructure projects. The bidder should also have experience in designing electrical substations, pooling substations, switchyard with the associated power system, either as a part of the scope of work covered above or separately for 220 kV and above voltage level, having grid interface with central or state transmission utility.
The bidder should have a positive net worth on the bid submission date and an average turnover of 50 million (~$684,634) or more in the last three financial years.
In October last year, the Gujarat State Electricity Corporation Limited had invited bids to appoint a consultant for the 3.3 GW wind, solar, and hybrid park at the Rann of Kutch. The scope of work included preparing feasibility reports, detailed project reports, engineering services, wind and solar resource assessment, estimation of energy yield, and optimization of plot sizing and layout.
Earlier, the state government of Gujarat had issued amendments to its wasteland allotment policy for wind, solar, and hybrid (wind and solar) power projects. According to the amendments, the renewable power project developers selected by the Solar Energy Corporation of India will have to commit to installing 50% of the total generation capacity in three years and 100% in five years.
According to Mercom’s India Solar Tender Tracker, about 19 tenders have been announced so far, inviting consultants for 4.1 GW of solar projects and parks.
