Bids Invited for 1.1 MW of Rooftop Solar Systems Under RESCO Model in Puducherry

Puducherry Smart City Development Limited has invited bids to install 1.1 MW of grid-connected rooftop solar systems with net metering arrangements on various government buildings in Puducherry.
The last date to submit bids is December 16, 2021. Bids will be opened the next day. The pre-bid meeting will take place on December 3.
Prospective bidders must quote per kWh tariff for 25 years from the date of commissioning of the project. The tariff stream quoted by the bidder will then be levelized with a discounting rate of 8.67%. Bids will be awarded based on the lowest levelized tariff for 25 years. The maximum levelized tariff has been capped at ?4.68 (~$0.062)/kWh under the renewable energy service company (RESCO) model.
The size of the rooftop systems will be 3 kW and more.
Bidders do not need to furnish any earnest money deposit for this tender. However, the successful bidder has to furnish performance security of ?2.25 million (~$30,005)/MW for the allotted capacity within 15 days from the issue of the allocation letter.
The scope of work includes site survey, investigation, design, engineering, supply, installation, testing, and commissioning of grid-connected rooftop solar systems. After commissioning these projects, the successful bidder must also provide comprehensive operation and maintenance (O&M) services for 25 years.
The successful bidder must complete the project within 12 months from the award of the work.
To be eligible for competitive bidding, bidders must have completed three similar projects in the past seven financial years, each not less than 40% of 1.1 MW capacity. Alternatively, they must have completed two similar projects, each not less than 60% of 1.1 MW capacity, or one similar project with a capacity of over 80% of 1.1 MW in the past seven financial years.
In the last three financial years, bidders must have had a minimum annual average turnover of ?12 million (~$160,058).
Last year, the electricity department of Puducherry invited bids to empanel contractors to install 30 MW of grid-connected rooftop solar systems ranging from 1 kW to 500 kW on residential buildings.
Mercom had earlier reported that the electricity department of Puducherry invited an Expression of Interest for 30 MW of solar projects.
