Amendment to China's "Renewable Energy Law" passed

The amendment draft of the “Renewable Energy Law” has been passed at the tenth meeting of the Standing Committee of the eleventh National People's Congress on August 24, attracting much attention of all industries. Last Saturday, at the China (Wuxi) International New Energy Industry Summit”, the Secretary-General of China Renewable Energy Institute told that the amendment is vital for the development of photovoltaic power.


According to the amendment, the renewable energy development planning at the local-level and the province-level shall be made up pursuant to the goal of and the requirements for the national renewable energy development planning, then reported to the government at the same level, meanwhile reported for filing to the national competent energy department and other relevant national departments.


Mr. Meng added that the amendment also puts forward the protection system for full-amount takeover in the industry.


He also stressed that there are a few big risks in the photovoltaic industry; the first is the policy risk, the second is the competition risk, the third is profit risk, the fourth is the industry chain risk and the last is the technology risk.


At the same time, he mentioned that the windfall profit era for the photovoltaic power industry has gone, and in the near future, it is very hard or worse for small-medium companies.
