Tender Floated for 9,110 DCR Category Polycrystalline Solar Modules

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Rajasthan Government, has invited bids to procure 9,110 polycrystalline solar modules under the domestic content requirement (DCR) category.
The bidding document specifies that the modules must be made from 72 polycrystalline silicon solar cells.
The tender has been floated to procure 6,150 polycrystalline solar modules of 325 W output and 2,960 solar modules of 340 W output.
The last date to submit the bids is June 25, 2021, and the bids will be opened on June 26.
The successful bidder will have to furnish a performance bank guarantee of 5% of the contract value for the product warranty period.
The offer should be quoted only by Indian module manufacturers or their authorized dealers. Any offers received from parties other than original module manufacturers will be rejected.
The total quantity is to be supplied within three to four weeks from the issuance of the purchase order.
The solar modules should be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years.
The modules should perform satisfactorily with ambient temperatures between -10°C and +85°C and withstand gust up to 170 km/hour on the module’s surface. In addition, each solar module should be checked for conformity with International Electrotechnical Commission (IEC) standards, and no negative power tolerance will be accepted.
To participate in the bidding process, the bidder should have a minimum of 20 MW per annum solar module automated in-house manufacturing facility. In addition, the bidder should have manufactured and supplied a cumulative capacity of 2 MW solar modules of 300 W output or above during the last year.
As per the tender documents, all consignments must be accompanied by a test report and quality certificate from the product manufacturer, indicating compliance with the required specification. The supplies are liable for outright rejection by REIL without such a certificate.
REIL has stated that 20% of the tendered quantity has been reserved for micro and small enterprise (MSE) suppliers. Out of the 20% tendered quantity reserved for MSE suppliers, 4% has been earmarked for procurement by MSEs owned by scheduled caste and scheduled tribe entrepreneurs.
If the MSE vendor participating in the tender quotes within the price band of lowest (L1) + 15%, he will be allowed to supply the portion of the requirement subject to the acceptance of the L1 price. In the case of more than one such MSE, the supply will be shared proportionately.
If the supplier fails to deliver the modules as per the accepted delivery schedule, a penalty shall be imposed and realized at the rate of 0.5% per week, subject to a maximum of 5% for the delayed supply. In addition, REIL reserves the right to carry out a pre-despatch inspection for any or all the lots independently or by its authorized representative at the supplier’s end.
Earlier, REIL had issued a tender to procure 6,500 polycrystalline solar modules with a wattage of 330 W.
According to Mercom’s India Solar Tender Tracker, REIL has so far floated tenders for the supply of 45,500 polycrystalline solar modules.
