Obama says clean energy key to US leadership

President Barack Obama is urging investment in clean and renewable energy, saying it will help America lead the world in the 21st century.

In his speech to Congress, Obama says his recovery plan will double the amount of renewable energy available in the U.S. over the next three years. He also points to a big investment in energy research and to plans to save billions of dollars making American buildings more energy-efficient.

But Obama says clean and renewable energy must be made profitable. He's calling on lawmakers to approve a "market-based cap" on carbon pollution and a measure that "drives the production of more renewable energy."

He says the government will show its support through a $15 billion-a-year investment in technologies such as wind and solar power and more fuel-efficient vehicles.
