REC Power Development and Consultancy Limited (RECPDCL) has issued an expression of interest (EoI) for empanelment of engineering, procurement, and construction (EPC)-cum- operation and maintenance (O&M) contractors for development and O&M of solar projects.
RECPDCL is a wholly-owned subsidiary of REC Limited.
The last date to submit bids is November 15, 2021. The bids will be opened the same day. The pre-bid meeting will take place on November 8.
The company has assigned five categories based on the capacity of solar projects. Rooftop solar projects under 500 kW capacity will be under category A, while above 500 kW will be in Category B.
Ground-mounted solar projects below 5 MW will be under Category C and above 5 MW capacity in Category D. Category E is reserved for installing and supplying solar streetlights.
The successful bidders should submit ?100,000 (~$1,337) as a security deposit for categories A, B, and E, within 30 days of empanelment. For Category C and D, the successful bidders have to submit ?200,000 (~$2675.75).
Bidders must have installed over 400 kW to 600 kW of rooftop solar projects in the last five years through a single work order to qualify under category A. In the previous three financial years, the bidders’ average annual turnover should be over ?20 million (~$267,503). Bidders who have been in operation for over five years must have installed over 600 kW of rooftop solar projects. In the previous three financial years, the bidder’s average annual turnover should be over ?30 million (~$401,254).
For Category B, bidders should have installed more than 1.5 MW to 2.6 MW of rooftop solar projects in the last five years. In the previous three financial years, the bidders’ average annual turnover must be between ?63 million (~$842,784) and 95 million (~$1.27 million). Bidders with over five years of operation should have installed over 2.5 MW of rooftop solar projects in the previous five years. In the last three financial years, the bidders’ annual turnover should be more than ?95 million (~$842,784).
For Category C, bidders must have installed over 4 MW to 6 MW of ground-mounted solar projects in the last five years. Their average annual turnover should be between ?140 million (~$1.87 million) and 210 million (~$2.81 million) in the last three financial years. Bidders with over five years of operation should have completed over 6 MW of solar projects over the previous five years. In the previous three financial years, their average annual turnover must be more than ?210 million (~$2.81 million).
To participate in the competitive bidding for Category D, bidders should have installed over 12 MW to 18 MW of ground-mounted solar projects in the last five years. Their minimum annual average turnover must be between ?420 million (~$5.62 million) and ?500 million (~$6.69 million) in the previous three financial years. Bidders with over five years of operation must have completed more than 18 MW of ground-mounted solar projects in the last five years. In the previous three financial years, their annual average turnover should be over ?500 million (~$6.69 million).
For Category E, bidders should have installed over 80 to 150 solar streetlights in a single work order in the last five years. In the previous three financial years, their annual average turnover should be between ?10 million (~$133,845) and ?20 million (~$267,691). Vendors with over five years of operation should have installed over 150 solar streetlights in the previous five years. In the last three financial years, their annual turnover should be over ?20 million (267,691).
