Rajasthan Electronics Invites Bids for 3,000 DCR Mono or Polycrystalline Solar Modules

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has invited bids to supply 3,000 mono or polycrystalline solar modules of 320 W under the domestic content requirement category.
The modules must be made from 72 polycrystalline silicon solar cells.
The last date to submit bids is October 13, 2021. Bids will be opened the next day.
Bidders are not required to furnish an earnest money deposit for this tender. However, the successful bidder will have to provide a performance bank guarantee of 5% of the contract value.
The successful bidder must provide a warranty of five years and six months and free replacement against manufacturing defects. The solar module’s peak watt capacity should not be less than 90% at the end of 10 years and 80% at the end of 25 years.
The solar modules must perform satisfactorily between 10°C and +85°C and withstand gusts up to 170 kilometers/hour on the panel surface. Every module should be checked for conformity with International Electrotechnical Standards (IEC). No negative power tolerance would be accepted.
The successful bidder has to supply the total quantity within two weeks from the delivery clearance issue time. If the modules are not delivered per schedule, a weekly penalty of 0.5% would be imposed, subject to a maximum of 5%.
To participate in the auction, bidders should have a minimum of 5 MW annual, in-house, automated solar module manufacturing facility. In the previous year, they should have supplied a cumulative capacity of 1 MW of 300 W output or above.
REIL has reserved 20% of the tendered quantity for micro and small enterprise (MSE) suppliers. Of this 20% reserved quantity, REIL has earmarked 4% quantity for procurement by MSEs owned by Scheduled Caste or Scheduled Tribe entrepreneurs.
If the MSE vendor participating in the tender quotes within the price band of lowest (L1) + 15%, the vendor will be allowed to supply the portion of the requirement subject to the acceptance of the L1 price. In the case of more than one such MSE, the supply will be shared proportionately.
Last month, REIL invited tenders for two rate contracts. The first tender was to procure 2,000 mono or polycrystalline solar modules qualifying for DCR. The second tender was to manufacture 1,000 polycrystalline solar PV modules.
In August, REIL issued a rate contract tender for 8,000 DCR mono or polycrystalline solar modules.
According to Mercom’s India Solar Tender Tracker, REIL has issued tenders to supply 99,610 solar modules to date.
