Tender Issued for 6 MW of Rooftop Solar Projects on Government Buildings in Jharkhand

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids for the design, manufacture, testing, installation, and commissioning of 6 MW of grid-connected rooftop solar projects on government buildings in the state. The successful bidder will also have to maintain the project for five years.
The project’s estimated cost is ?400 million (~$5.39 million) and must be completed within four months.
The last date to submit the bids online is September 20, 2021. Bids will be opened on September 22.
Bidders will have to submit an amount of ?208,000 (~$2,803) for the lot size of 100 kW of rooftop solar power project as an earnest money deposit (EMD). Micro and small enterprises (MSEs) have been exempted from paying the EMD.
The successful bidder will have to furnish 10% of the allotted work order value as a security deposit within 15 days from the issuance of the work order. The bidder will have to submit an amount of 5% of the work order value in the form of a performance bank guarantee for five years.
The bidder should have installed at least one grid-connected or off-grid solar power project or similar nature of work having a capacity not less than 10 kW for Category-A (1kW to 10 kW), 50 kW for Category-B (11 kW to 100 kW), and 100 kW for Category-C (above 100 kW), which should have been commissioned before the bid opening day.
The bidder should have a cumulative experience of executing supply and installation contracts of at least 25% of the bid capacity of grid-connected or off-grid solar power projects or similar nature of work for any government organization or public sector undertaking in the last seven years.
For MSEs of Jharkhand, the bidder should have installed at least one grid-connected or off-grid solar power project having a capacity not less than 5 kW for Category-A, 10 kW for Category-B, and 20 kW for Category-C, which should have been commissioned before the bid opening date. The MSE installer should have a cumulative experience of executing supply and installation contracts of at least 10% of the bid capacity of grid-connected or off-grid solar power projects for any government organization or public sector undertaking in the last seven years.
The bidder’s minimum average annual turnover should be at least 25% of the bid capacity during the last three financial years. For MSEs of Jharkhand, the bidder’s average annual turnover should be 10% of the bid capacity during the last three financial years. Similarly, for new MSEs of Jharkhand, the bidder’s average annual turnover should be 10% of the bid capacity from the company’s establishment date if it is older than one year.
The bidder should have a positive net worth of at least 10% of the bid capacity on the last day of the previous financial year. Similarly, for MSEs, the bidder should have a positive net worth of at least 5% of the bid capacity as on the last day of the previous financial year. For new MSEs of Jharkhand, the bidder should have a positive net worth of at least 5% of bid capacity as on the last day of the previous financial year if the company is older than one year.
The rating of each module should be not less than 250 W under standard test conditions, and the efficiency of modules should be at least 15%.
Last month, JREDA issued a tender for the rate contract, including design, supply, installation, and commissioning of 1.5 MW of grid-connected rooftop solar systems on government buildings.
