Tender Announced for Solar Street Lighting Systems in Himachal Pradesh

The Himachal Pradesh Energy Development Agency (Himurja) has invited bids for the supply and installation of 20,000 solar street lighting systems in various villages, gram panchayats, and other agencies in Himachal Pradesh on the total cost, including the installations.
The last date to submit the bids is May 18, 2021, and bids will be opened on the same day.
Interested bidders will have to submit an amount of ?6 million (~$81,615) as the earnest money deposit. The successful bidder will have to furnish 10% of the contract value as the performance security deposit.
The previous track record of the bidders will be taken into consideration while evaluating the technical bids. If the bidder has a poor after-sales service trajectory in the state or outside in the past five years, the Agency will have the right to scrap the bid. The bidder is also required to submit a technical catalog of the product during the bid.
The scope of work includes the design, manufacture, supply, loading, unloading, transient insurance, storage at the site before installation, and the commissioning of the solar street lighting systems at the destination stations in the village councils and the cluster sites in Himachal Pradesh.
The solar lighting systems should be 7 W, 9 W, 12 W, 15 W, 18 W, and 25 W with a lithium ferro phosphate battery.
To participate in the bidding process, the bidder should be a registered manufacturer or system integrator of solar modules or batteries to be used in the quoted item. The bidder is required to submit a certificate for the remaining major components from the original manufacturer. The successful bidder will have to set up a minimum of three service centers in Himachal Pradesh, preferably in Shimla, Kangra, and Mandi, immediately after the award.
The bidder should be a manufacturer or a system integrator approved by the Ministry of New and Renewable Energy under the National Solar Mission who must have manufactured and supplied solar lighting systems for other nodal agencies and government departments for at least three years and have the experience of installing 6,000 solar street lighting systems.
The bidder should have a minimum cumulative turnover of 180 million (~$2.45 million) for the last three financial years. The bidding document also mentions that the bidders will also have to take an undertaking that after the expiry of the warranty period, they will provide the necessary spare and services for the maintenance of street lights for additional five years.
The delivery of the products should take place within three months from the date of the placement of the work order.
In February last year, Himurja had floated a tender for 10,000 solar lanterns in the state. The scope of work under the contract included supplying the solar lanterns (LED type) to distribute to the beneficiaries in the state.
