Central Electronics Limited (CEL) has extended its bid submission deadline for its tender for the commissioning of an on-grid solar photovoltaic (PV) power plant of capacity 535 kWp at NIBSM Campus in Raipur, Chhattisgarh.
The last date for bid submission has been extended from April 20, 2020, to May 11, 2020. This is the second extension in the bid deadline which was earlier extended from April 4, 2020, to April 20, 2020. All bidders will have to submit an Earnest Money Deposit of Rs 2.7 lakh along with their bids.
The scope of work for the selected bidders will include the design, engineering, supply of Balance of System, installation (Erection), testing and commissioning of the solar power plant. The scope of work for the bidder will also include obtaining No Objective Certificate (NOC) from Distribution Company (Discoms) for grid connectivity and other work previously mentioned. The selected developers will have a period of 3 months from the date of issuance of the project order to complete the work on the project.
Furthermore, the contractor has to carry out the operation and routine maintenance of above solar PV power generation system by deputing manpower on all days of the month including Sunday’s & holidays for cleaning of solar PV module, checking & routine maintenance of the system for satisfactory operation as per manufacturer’s standards, recording the various electrical parameters in the logbook, watch and ward for the system for a period of 60 months from the date of handing over of the project.
To be eligible for participating in the bidding process the bidders must have designed, supplied, tested, installed and commissioned a cumulative minimum of 200 kWp of solar power plants which includes a minimum one power plant of 50 kWp or higher capacity in the last 3 financial years. And, the bidder must have an average annual financial turnover of Rs 50 lakh during the last three financial years (FY 16-17, FY 17-18 & FY 18-19).
As per the tender document, CEL will supply a minimum of 330 Wp solar PV modules up to the site but unloading of SPV Modules at the site and shifting within the site is in the scope of the contractor.
