Industry crisis, antidumping and countervailing cases in the photovoltaic

Since 2011, the PV has entered an era of small profits from the previous era of windfall profits, photovoltaic performance in the listed companies shows a slippery slope or losses in the industry. On May 18, the U.S. Commerce Department announced that the Chinese solar panel manufacturer will be 31.14% -249.96% levy anti-dumping duties in response to rampant Chinese dumping . This made the already precarious Chinese PV industry suffer another heavy blow. In addition to the U.S. "double reverse" the impact of emerging markets in the short term can not act as an alternative as the traditional European market is shrinking, national administrations did not have any substantive help, the central enterprises in the next eyeing the Chinese PV industry into the throes of confusion .

The European debt crisis, led by Germany, the European market in the second half of 2008 has begun to cut solar subsidies, and the world's largest market is rapidly shrinking. While the double anti-sledgehammer from the United States who changed courses very suddenly, also makes the Chinese PV companies more confused, they have suffered a decrease in profits, overcapacity, subsidies reduced, PV companies lack direction where to go.

Foreign aggression continued, while also deepening internal problems. Feeling unable to let the Chinese PV industry, the domestic government is not prepared to make a solid backing, which makes photovoltaic always seems to lack clout in the face of foreign hypertension. However, there is a high rate on companies eyeing a depression in the photovoltaic industry, Qu Xiaohua told reporters in May 18, indirect recognition of its being in contact with CNOOC to discuss the CNOOC acquisition of Artes matters. Li Junfeng, deputy director of the Energy Research Institute in Shanghai on May 15, told reporters that "it appears now that this situation is not a policy problem, but the PV industry entrepreneurs do not understand self-discipline, they have had excessive pursuit of scale and capacity .  I do not think that the problems of the industry lies in government introduced the bailout policies. "the Government's attitude towards photovoltaic is already physically and mentally exhausted. Domestic photovoltaic enterprises are more depressed.

Faced both by inside and outside pressure, the Chinese PV industry is of the view that only expanding downstream of the construction of photovoltaic integrated power plant, propulsion components sales and earn aing higher profit margin may present a viable way out. However, the traditional markets in Europe have been shrinking dramatically, and emerging markets have a lack of ability to digest. The past gross profit margin is in huge decline, the PV power plant will not be forthcoming.

State Council executive meeting held in the evening of May 23; during the meeting they discussed a dependable, prime location for economic growth. It was proposed to support the self-contained solar and other new energy products allowing them to enter into the public facilities and family ", which is the country for the first time this year to give clear guidance on the direction of development of new energy. At present, China's photovoltaic industry is in the doldrums, the national guidance is required to have development of the industry and to help create any confidence in the industry.

Despite the warm breezes,  the PV companies dare not be optimistic. Yingli Green Energy, Chairman and CEO Miao Lian Chan said the 2012 global PV installation market is expected to be 30 GW, the United States up to 4G, the domestic overcapacity situation is hard to change a moment.

Corporate profiteering is no longer the case, as the whole industry has entered a narrow margin of profits,  the profit level of the industry chain has been drastically reduced under the status quo it is  bound to have a number of competitive enterprises to be eliminated.

The International Energy Network analysts believe that the photovoltaic industry is in a period of adjustment and has a cost advantage of specialized manufacturers having good development prospects, and ultimately will win through integration. However, for most of the photovoltaic company, the trough of the market still is not over, either they will fall further or rise from the ashes.
